A policeman who made his mark in the civic life of the town was James Carter Sayer who also served as a member of the old Bourne Urban District Council.

He was born in 1885 and spent thirty years in the police force, attaining the rank of sergeant. After retirement, he became active in local affairs and was elected a member of the council, serving as chairman of the authority for the year 1946-47.

He was married to Ada Templeman and one of their sons, Private R J Sayer, was killed during the Second World War on 26th October 1940 while serving with the Lincolnshire Regiment, aged 19. His name is recorded on the War Memorial in South Street.

James Sayer died on 5th February 1954, aged 68. His wife died on 30th March 1983, aged 94, and they are buried together in the town cemetery. Close by is their son's grave with a military headstone.
